Home > News & Events > MAARSianChronicles > Issue 9: October 2004 > Take Action for Avian Welfare: USDA Regulations & Indonesian Parrot Petition Take Action for Avian Welfare USDA Regulations & Indonesian Parrot Petition Urge the USDA-APHIS to Regulate Bird Care, Handling, and Transportation After the U.S. Department of Agriculture (USDA) agreed in a 2000 court settlement to include birds, rats, and mice under the Animal Welfare Act, lobbyists for the research industry pressured Congress to amend the Act to eliminate birds and virtually all mice and rats bred for research from the definition of "animal" under the law. However, some birds, rats, and mice are still covered under the law. The USDA has requested public input before it proposes the necessary new regulations. MAARS has been instrumental in composing comments supported by the Avian Welfare Coalition (AWC) and other humane organizations. This is the most significant development affecting birds since the Wild Bird Conservation Act was implemented in 1992. Do your part to influence new regulations and standards under the Animal Welfare Act to ensure that parrots and other birds in commercial facilities, as well as some rats and mice, are afforded humane standards of care, handling and transportation. The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) is accepting public comments on the proposed rule-making through November 1, 2004. We request that Your Excellency use the powers of his office to protect the parrots, cockatoos and other endangered birds of Indonesia. Many of these remarkable creatures are found nowhere else on Earth yet they are approaching irrevocable extinction. The time is perfect to urge the new President of Indonesia, Susilo Bambang Yudhoyono, to protect the cockatoos and other bird species native to his land.
